squadron minibus, which arrived last

bounds for troublesome
drinkers ifpolice get new pow-
ers to crack down on anti-social
boozing.In an area stretching from
Newtown Road, along South
Street to North Street, officers
could demand that people stop
drinking alcohol in public 8211 what-
ever their age 8211 and issue them
with 16350 fixed penalty notices if
they refuse.
The booze would have to be
given to the officer or poured
away. Offenders could also be
arrested and face a court fine of
up to 163500.
Stortford police commander
Insp Andy Piper said this week
that the designated public place
order had gone through its first
phase and there would be consul-
tation to see ifit was supported
before more formal public
responses were invited.
8220It gives us powers to deal with
anti-social alcohol drinking in
public places,8221 said Insp Piper.
8220We already have confiscation
powers which we can use.8221
He said it would not be illegal
to consume alcohol, but ifpolice
asked someone to stop, no matter
what they were drinking or what
age they were and they refused, it
would become an offence. 8220It
would predominantly cover the
town centre,8221 he added.
A similar scheme was intro-
duced in Hertford town centre on
February 4 and it had also
worked successfully in Hemel
Hempstead and in the West
Midlands, he added.
8220It8217s a tool to reduce anti-social
behaviour and the consumption
ofalcohol on the streets.8221
Insp Piper is leading the proj-
ect and has got initial agreement
from other organisations 8211
including East Herts District
Council 8211 involved in the commu-
nity safety partnership.
The idea will now go before
Bishop8217s Stortford Town Council
for members8217 support and then to
EHDC8217s executive for a decision.
After that there will be a for-
mal consultation process lasting
between eight and 12 weeks.
A spokesman for EHDC said:
8220These orders are not intended to
target the ordinary law-abiding
people enjoying a quiet drink in
open spaces, and action would
only be taken against those caus-
ing disorder as a result oftheir

and immediately residents living
nearby have complained about
late-night disturbance.
Havers Lane householder and
Neighbourhood Watch co-
ordinator George Cutting told
the
Observer
on Monday that in
the six months it had been
closed there were no problems.
8220We have had a period of
complete peace and quiet, but
on the night it opened again it all
starts up.8221
The semi-retired insurance
broker added: 8220I8217ve lived here
nearly 25 years and there8217s a
long history of rowdy behaviour
and damage to property 8211 and
not just last Saturday night.
We8217re fed up with it and are
thinking of putting the house on
the market.8221
Mr Cutting said that his family
were 8220rocketed out of bed8221 in the
early hours by groups of
drunken revellers walking along
the road, bawling and swearing.
Over the past five years his
gates have been ripped off three
times, he said, and two fences in
Havers Lane were damaged on
Saturday night, although they
could not necessarily be
attributed to people leaving H2O
in nearby Southmill Road.
He has contacted police and
local councillors, complaining
that police operators were often
reluctant to log incidents and
that East Herts District Council,
which issues late-night drinking
licences, should shoulder some
responsibility, as should the club
owners.
Mr Cutting, who has a meeting
lined up with the local beat
officer, suggested the club8217s
licence might be reviewed.
Insp Andy Piper, Bishop8217s
Stortford8217s police commander,
said there was no trouble
connected to H2O8217s reopening.
The club was relaunched by
Danny Kersey, who was
previously involved with it from
1982-99.
It serves drink till 2am and
closes its doors at 3am.
Mr Kersey said that 1,000 people
attended the club on Saturday,
adding that he sympathised with
householders but that his
responsibility was his premises,
although he was willing to talk to
